regen +1 is regeneration - player wearing the item will regain hit points faster.
Is it better than the Dragon Armor - don't know - compare their armor class value.
Sound like a good sword to me. Have you found any better ones? Can you use it?
Arm of Argus trait increases the amount of damage your character inflicts on a successful hand weapon attack.
