hmmm Well I didn't experience this problem.
There are pockets of air located all over Collasium so perhaps before you start talking to the mermaid you should be looking for some air. Is there any way to shorten your trip from the surface to inside the city? I know the first time I went looking for an entrance it took me a little while so once I did find it, I went back up for air before actually entering.
