1. The spell descriptions don't mention lowering resistance, it says they ignore magic resistance.
2. Well, if they have immunity to magic damage, lowering their resistance won't do anything I don't think. As for lowering their high resistance, it should work. Try casting Lower Resistance multiple times before magic can do full damage. (I suggest using a spell trigger)
3. Well, it's hard to say Faceman. Most magic damage is caused by an elemental base attack (fireball, acid arrow, etc) but I do think they are seperate.
