The W3C is the single most important body in the web. And, no, IE doesn't listen to them on several key points, even though Microsoft helped to create the initial standards. The W3C don't make laws, per se, only what they call "recomendations", but the point is that IE's refusal to follow them makes it very hard for web designers.
And before you complain, remember that you brought this up.
