I'm tempted to strangle you for saying that, but sadly you're right.
French rock music is generally lacking (nonexistent). Noir Desir are, IMO, pretty much the only decent band to emerge.
Speaking of foreign bands, Leningrad are a good Russian ska group, though they've been banned from performing in Moscow for their overly-rude lyrics (keeping in mind that western swearing is a lot milder than eastern swearing
