Easily! 16 CON is only one hp less per level than 18 CON, and a barbarian with the bastard sword re(un)balancing mod will be able to acquire Wroth (+4 CON amongst other goodies) and the HoF Bloody Wroth (+8 CON amongst other goodies).
Besides, this guy will have a great AC, so HP is a secondary factor for tankiness.
