I don't recall offending him. I just got out of the underdark, and I'm sure I passed by him, but I don't recall any conversation. This is my second time through, and I've been going along at a pretty fast pase. I've been stocking up on NPC's and stashing them at the copper cornnet for easy access. I'm pretty sure I wouldn't have wanted to purposely offend him, because I specifically wanted to get every NPC and leave them in the slums. He is the only one that isn't there. Its starting to get on my nerves, and if he doesn't start talking soon then I'm going to kill him even with the town crier watching...
