Yes, the lock is a five-star level 12 lock. There are only two such locks in the game: this one and the lock on the chest with the Monk's Ward. Other locks are far simpler than these two locks. A non-thief lockpicker can open all locks in the game except these two. A thief class or a zenmaster with Traps and Locks 14 can open all locks. A spellcaster with Disarm Traps spell and enough high Sorcery skill can also open all locks in the game.
