A beta version of a software is a functional version released to (selected) users so that it can be tested and useful feedback gathered for release.
If you can just look at it, its not a beta.
Anyway, link? All I can find is articles stating windows longhorn beta wont be out in 2003 ... wont be out it 2004 .. not till late 2005 ...
