I believe it was to avoid costly and long fights with unions etc over the legitimate firing of an employee, but as others have noted, it now leaves people at the mercy of the hiring officials or their bosses good mood.
If it was like that in Britain think of the time I could save on attending courses to keep up with the ever changing swathe of Employment Laws.
