Here's what I did that worked for me. I believe the lock is level 12. I had a rouge with lockpick level 10, and he used a level 3 pick on the lock and it opened. I believe the key to this working is having someone use a pick where the level of the pick plus the character's lockpick skill is greater than 12. Hope this helps.
