No, I mean like control the amount of uploadspeed each program gets. Your download speed gets torn apart when your uploadspeed is at maximum capacity. It has to do with the sending (=upload) of convirmances to servers. And Im sharing my connection with two other freaXx, so I need to cap the upload, lest my inet-pleasure-meter drops heavily
