I think it's far more likely to be China, since Europe is too decadent and the Chinese are working their asses off at the moment, sending pupils to study all over the world and then return to China well-educated and versed in the ways of the world. But their rise to power will probably take longer, like 10-15 years.
I'll have to think about a wise prediction...
