that is because they have different spheres of clerical magic. they can access all, animal, elemental, healing, plant, and weather. the other spheres include astral, charm, combat, creation, divination, guardian, necromantic, protection, summoning and sun. Not all clerics cast from all spheres so two clerics can have some overlapping and still have different spells available to them. This helps to diversify the class so that you're not facing cookie-cutter priests...
