If you are talking about MotB, simply combine an existing cloak (or whatever) with the required essence(s) in the Satchel and cast the appropriate spell on it.
In the OC, the process is different. You combine the raw materials (leather for boots) with the appropriate gems and essences in the magician's workbench and again cast the appropriate spell.
In MotB, the cloak (or boots or gloves or rings) can either have existing enchantments or not, but the limit is 3 enchantments UNLESS the crafter is EPIC level (only applies in MotB) in which case the limit is 4.
In the OC, you make the cloak (or whatever) at the time of enchanting so items created in the OC in this fashion can NOT be further enchanted until MotB.
