It seems u need to learn the Arcane Lore skill/trait before the Artifacts skill appears in the guild. I noticed that when I ascended to membership level 3 at the priest guild, there was no Artifacts skill available in the skills available for training, only Arcane Lore. Only when I selected to train in Arcane Lore did the Artifacts skill appear. So I guess Arcane Lore is a pre-requisite for Artifacts, is it?
