There is a guy that offers to sell you a special rope to get into the house you are on about (forget the names right now--i dont remember everything abotu BG2 like some people hehe)
He always appears to me after ive been into the Temple to meet the Matron Mother

He should appear to you then
Then you can get into the southern house and it leads onto access to the northern one
