You got the crystal captured with the bubble stick (near the dwarf Rethpian)?
If yes, climb the stairs up until you've come to a large room. The elevator is on your left side and has a different look which sets it apart from the walls around it. Standing in front of it, you'll notice on the left side a small hole where you'll insert (use) the crystal to operate the elevator.
