The ring of Gaxx can be only be obtained by doing the quest in the Docks district. In one of the houses next to the Temple of Oghma you can find some sort of crypt in the cellar, go there. Open the sarcophaque (spelled right?) and a lich will appear (he has the Ring of Gaxx). He's a very tough opponent and must be killed several time before he's really gone...trust me, the Ring of Gaxx is worth it!!!
I'm afraid I don't know where Gauntlets of weapon expertise and Girdle of Internal Barrier can be found.
