A writ is a scroll item. You will find one on a dead body over on the west side between the mines and the Dragon Spire.
Though it is rumored that the miner who's writ you will pilfer in order to gain admittance to the mines died of a highly contageous plague which causes first your nose to fall off and loss of hearing and sight before the coughing really begins to rack your chest and holding things becomes impossible you won't get this deadly disease from taking the writ.
