It's just the game engine way of dealing the damage for spells who allow a save for half.
For a spell that deals XdY damage and allows a save vs. spells for half (spells like the ones you mentioned), it goes like this:
(1) Roll the save dice. If the victim fails deal (X/2)dY damage.
(2) Deal (X/2)dY damage.
Sometimes there are other parameters, but this is the basic formula. [img]smile.gif[/img]
