Well, you could go in and edit the items themselves. As an example "BOW01", is the standard composite long bow. One of the global effect parameters is the ROF 2 value (2 shots a round). However, you would have to do this for all weapons similar to it, that is all other bow weapons, magical or mundane. I can't think of a way to do it without the long slog.
Maybe someone else knows a quicker "blanket" method that'll allow you to edit the base weapon itself?
