It doesn't matter if you go at twelve o'clock, you have just to go by night. The Vampires Resident is in the West of the Graveyard. There are two blocks next to each other, and the left entrance leads to the vampires. If you want to make other jumps in time than just 8 hours, you can go to an area outside the town, normally it takes around 10 hours for one way.
