The Wand of Frost WILL destroy magic items - I remember this from playing BG1. As to the missing gauntlets, have you completed the entire quest? I have found that occasionally some monsters are not where I expect them to be; in one game, for example, I went into Waukeen's Promenade and found all of the circus animals outside of their cages and in another game...

there's a bone golem in the Shade Lord quest that was in an entirely different section of the dungeon than where it had been the last few times I had played.
