There are a number of quests you should have got from the port guilds. You will need to explore all those inlets around the enchanted sea to do them. You can only get to the lost sea through the Temple of Isis which is across the lake on the enchanted isle and you get only enter the temple after meeting the Lich in Skull Castle.
