I think you can probably take him on by now if you've done some of the quests but still see above for the levels of your party.

It's cheesy. I'm not sure if it's a loophole or weakness but I suppose the first one. Haven't played 2nd edition p&p so I wouldn't know if you're supposed to do something like that, but the chance seems rather small to me
