You will need to set your monster spawn frequency to "often" (with the lil computer icon) and go swimming for crabs...Buckly will pay you for every three you bring him and make the helmets and underwater breathers your party will need. It will take you about 15 crabs to get one helm & one underwater breather per member of your party if you have 6 people in it.

(I stayed in the area just off the Port of Brimloch Roon Dock and circled the lagoon untill enough crabs spawned to get the equipment...makes it easier there as you are right at the gate to sell them off as you get them, 3 or 6 at a time...with all the stuff we carried around, there was not room enough to hold 15 shells at once)
Carg also says you can use pickpocket skill to steal the shells from the crabs. : )
