if you are talking about the lock that says ... valut lock you get that key from the lich ( dont kill lich )... he will send you on a quest to get a item in his valut and he will give you the key.
If you are talking about the lock that is "lvl 12 lock" their is no key. you have too have mad picking skills. With my "lock picker" at skill of lvl 9 it was a hard lock .. i kept at it till the lock jamed and then used a lvl 5 lock pick ( can be sold at thefs guild ) .
