Well, I can think of at least two ways to keep one's enemies weak:
- prop up a dictator that you back that will support you no matter what he does to his own people (e.g. Hussein in the past, Noriega, Marcos)
- remove a dictator that doesn't support you and create a power vacuum so that the key power groups in that country fight each other and not you
Machiavelli was writing about it in the 15th century, and all empires from the time of the Romans have done it to keep themselves strong.
