Yes. Any item can be further enchanted up to the limit.
You can also upgrade enchantments (e.g. you can make a +5 shield into a +8 shield) but ONLY if there is still an empty enchantment slot. Once ALL of the slots are filled, you can not enchant or upgrade further.
