Actually Minsc has a strength of 18/93; the kind of strength you should have. And, if you do use a char with only 18/03 then you can't use the girdle on someone else like Jaheria or Keldorn. Charisma is useless except for prices you get sold at, and it may affect how some NPC characters react (like whether you have the ability to talk out of a fight). But if you think you have better rings for your PC, then you can always make someone else wear the ring and be your talker--no need to boost that stat. I'd reroll the character myself.
