Yes but sometimes if you hit enemies too hard too fast that are scripted to talk they just stand there doing nothing. It's the same with the skinner murderer because he's scripted not to die and if you attack him too hard to fast he just stands there doing nothing instead of running away. I've had this happen myself with both him and Lavok and I've never used fake talk in my life.
EDIT:Oh and I forgot to say Faceman I'm not disputing that fake talk can cause this to happen as I've heard about it myself with eg kangaxx but my point is it can also happen without using fake talk and I think in this instance he wasn't using fake talk
