Simply put - on character generation the maximum buy-out is to 20 in a racial preference/adjustment ability. It is 16 in a racial penalty ability. It is 18 in all other abilities.

Therefore, your maximum ability (prior to item enhancements) will be 24.

I just ran this on the game to verify.
