YOU ARE NOT DECIVING ANYONE!!!!!!, you can tell Sir Sarles that what you are giving him is fake Illithium! He will be dis-chuffed and run off. You can then tell the temple of Helm that he proved unreasonable and didn't do the requested work! You have therefore not lied to anyone and are therefore free to venture off and find the real Illithium, WHICH YOU WILL THEN USE AS A TOOL TO DESTROY EVIL!!!!!!!!!!! There is no "It would not have bee right bollox" as you have not decived ANYONE and will use this mace to help you irradicate the vampire menace in Amn.
Let me get this straight. You accept a mission for the temple of Helm and Sir Sales, and agree to try and find some Illithium. Later on, you manage to get your hands on the stuff, but instead of taking it to the temple as promised, you let someone else upgrade a weapon with it. Finally, you return to the temple and say 'Here you go. It's not the real stuff but this works just as well'.
In my opinion, you ARE decieving Sales, as you had a chance to bring him the real Illithium but decided instead to keep it for yourself.

By the way, the kill-neb quest is started as follows:

Once you get the quest for Sir Sales, go to the ore merchant at Waukeen's Promenade. She will tell you that the Illithium ran out, but after some pressing and bribing you can find out that it was someone in the Copper Coronet you couldn't really talk to earlier on. That person will tell you that Neb (who lives in the Bridge Districtbut is never at home until you hear this) has his Illithium. After killing Neb you return the Illithium to its rightful owner, who says you can keep it. You can bring Neb's head to the council building in the Government District and recieve a reward for that.

Neb WILL become invisible while you toy with the spirit children, but if you turn your back to him, he will try to backstab you and then you can kill him.
At least, that's what happened with me.
