Countries where firearms are illegal would probably make getting them easier, once you found where to do so, as Firestormalpha pointed out. It's not so easy to get a firearm here, nor is it easy to get a permit to carry said weapon around. Which leads me to believe that the shooter in this article wasn't in possession of a legal firearm. For one thing, ballistics tests would trace said firearm right to him. No matter what gun laws are in place, criminals will have guns, period. I don't care if they are in the UK, or Canada, or right here at home, and criminals are the people that are most likely to shoot you over some stupid crap like this.
