Edwin is located at the dock, you can find him by taking Renal Bloodscap's quest to infiltrate Mae'Var's guild hall. Complete several small tasks, and you will be given the option for him to join.
Viconia is located outside the prison in the government district, just click on the stake that she is tied to, kill the fanatics and you will be given the option to have her join.
