Whether or not Cheney is involved, Halliburton's contract for rebuilding Iraq has STILL, after numerous exetensions, not gone through the competitive bidding process that is required by law. Were they anyone else, they could be debarred from working for the federal government at all. Interested? Google "DFARS."
