No this is a really annoying thing of the game, YOU have to actually KEEP KAMIR in your line of sight and see him talk to Risa, then the Priest should say thanks and that Faerun can be a nice place sometimes....
if you can't find kamir just look around the roads which lead to Risa, you probably left him 'trying to walk' halfway between where you found him and Risa's spot.
