You can get up to three breathers for three shells. Save before going into the shipyard. If you just get one breather for three shells, go back to your save and try again. Appears to be random. A great help for me for the crabs have become very scarce and shells even more so, even though I have been swimming to search them out. Now have six breathers, life is indeed good again.
