Edwin isn't in the Shadow Thieves' Headquarters, but in Maevar's Guildhouse in the same district. However, to get him into your party, you need to talk to Renal Bloodscalp and get the quest to investigate MaeVar's activities. Only then will you be able to find and recruit Edwin.
