The dragon armor (if being worn by your lead character) will allow you to pass the Bronze mechanical dragon which guards the hallway in the Dragon Spire. Once you pass the bronze dragon you will be able to further explore the Dragon Spire. (and you don't need to slay the dragon - he really a nice fellow )
