I know how to do it, but I can't remember the process off-hand. Basically you go in there and start getting around to .RAR'ing it, and then at some point during the process, you have a choice of: "Biggest size per segment." And then that determines how much it gets split up.

Once you've had it split up, you just need all of the parts in one directory and anyone opening one will open them all and get the contents out in a single piece.

EDIT: Just did it. Basically you just right-click and say "Add to archive..." then on the bottom left there's an option called: "Split to Volumes, Bytes." Then you just decide how big each segment gets to be, and it splits it automatically.
