That's half-correct.
The AC bonus is indeed "initialized" at level 1.
However, the next bonus will be at level
6, as in, once every 5 levels.
So the AC/THAC0/Damage modifiers of the Swashbuckler starts from level 1, and, *gasp*, just like the manual claims, grows by 1 for every 5 levels:
1,6,11,16,21,...
