CF is great for taking out BIG enemies (adamantine golems etc.) using it's highly effective stun ability. Also great for backstabing. The additional 20 electrical damage does not come into play much as it has a small chance of occuring.
The flail by the same token is a graet weapon. The slowing ability is highly useful. Plus it can deal elemental damage to kill trolls etc. It is also an effective mage killer as it's elemental damge can penetrate stoneskin, thus injuring the mage.
My vote is that they are equally useful.
