spoiler:you can get the best spells of lvl 9 scrolls when the adventure mart restocked and replenish supplies. im not sure but i think that happens in chapter 6. you can scrounge around in the city at night with those "peddlers" who sell stolen items... i think there is one near the derilect house, he is midget, but he only comes out once in a while. another nice place is in the copper coronet ... hope this helps.
