You need the Skull Key. You get this off one of those zombie looking priests who is somewhere in the lift maze area. I had a lot of trouble finding him also. I finally mapped the lift maze area by drawing 4 diamonds and then marking where each lift took me to what other lift (ignoring the passageways in between). Example:
