It's happened to me in previous times i've played that i'll try to get a romance started with Jaheira/Viconia/Aerie, and it just won't start at any point...I think this has to do with when you find them--you might have to keep them in from the get-go, and I suspect that kicking them out and putting them in later will offset the romance possibility.
I don't know if this is 100% true, but I have my suspicions from experience.
