To talk to the dragon you have got to meet him in his lair inside Dragonspire. If you meet him outside, just run!
He is crucial to getting the mavin. You will need to do the Stout mines to get the dragon armour to get into Dragonspire, and you will need to splat the demon in Shurugeon Castle to get the word and object you need to please the dragon.
