creeper in caldera is the best option, to get him to respawn just take a stilt strider trip from balmora rest a while im not sure the exact amount of time it takes, possibly a day, then come straight back in and hes back with 5000 rdy to buy almost any kind of item of you for its full price then use creative selling to sell expensive items (daedric weapons that are 120,000 etc)
creative selling -
keep selling things and buying things back so that you always sell him 5000 worth of stuff each time but regain alot that you can sell on again, so sell him your 17,000 glass sword but buy back that 10,000 daedric shortsword and an orc cuirass 2,800 so that you gain two things you can resell to him easier next time and you gain 4200 into the bargain.
