Good Post Bman dude, wish I could order my thoughts as clearly. I just wanted to add one little snippet here...Technicaly The ABM treaty was not between Russia and the USA...the ABM treaty was between the USA and the USSR..thats the Union of Soviet Socialist Republics the USSR does not currently exist. You can't break a treaty with someone who isnt around anymore. And you are quite correct about being able to legally pull out with notice.

None of you sane people want the USA and Russia to return to the MAD policy trust me.

M.A.D. while effective in its time is a nightmare we do not need.
